Ugbor Terseer

Ugbor Terseer is the current member of the House of Representatives for Kwande/Ushongo Federal Constituency in Benue State, serving as Deputy Chairman of the House Committee on Environment and Chairman of the Ad-hoc Committee on Students Loans.

As a representative, he advocates for improved funding to support climate change mitigation and adaptation efforts in his constituency and nationwide. His focus includes implementing projects in clean technologies that benefit rural communities and protect the environment from pollution and degradation.

He chaired the Legislative Summit on Students Loans in Nigeria and proposed amendments to the Students Loans Act passed by the 9th House of Representatives, which was later enacted into law by President Bola Ahmed Tinubu.

Born in Lagos on May 20, 1981, Terseer hails from Kwande Local Government Area of Benue State. His family includes Air Commodore Stephen Ugbor (retired) and Barrister Cecilia Ugbor, a lawyer and banker. He is the eldest of six siblings.

Educated at Airforce Primary School Ikeja, Airforce Military School Jos Plateau, and The University of Abuja where he earned a Bachelor’s Degree in Sociology in 2004, he later obtained a Postgraduate Diploma in Management from Benue State University.

Before entering public service, Terseer worked as a Value-for-Money Administrator and specialized in solar PV modules, batteries, charge controllers, battery recycling, and e-waste management. With over 17 years of experience, his expertise lies in sustainability consulting and circular economy strategies.

He served as Executive Secretary/CEO of the Alliance for Responsible Battery Recycling (ARBR), Nigeria’s Producer Responsibility Organisation for the battery sector, and founded REDIN Global Industries. Over ten years, he has led environmental sustainability initiatives, EPR programs, and waste recycling policies for regulators and private organizations.

Terseer is the founder of Living Environment Magazine, a publication dedicated to promoting environmental sustainability, ecosystems, recycling, and pollution solutions in Africa. He has presented papers at over 40 seminars and conferences across Nigeria and Africa, contributing to public policy projects with entities like the Federal Ministry of Environment, NESREA, SON, NADDC, REA, GIZ, Heinrich Boll Stiftung, BCCC-Africa, and REAN.
