Monguno Mohammed Tahir

Mohammed Tahir Monguno, born on 12 February 1966, is a Nigerian lawyer and politician who serves as the chief whip of the 10th Senate.

He has represented Borno North in the Senate since 2023. Previously, he was a member of the House of Representatives from 2007 to 2023, serving as the chief Whip of the 9th House of Representatives.

His education includes primary schooling at Monguno Central Primary School and secondary studies at Government Secondary School (GSS) Ngala in Borno State. He graduated with a Senior School Certificate.

He studied law at the University of Maiduguri, earning his degree in 1989, and was called to the Nigerian Bar in 1990 after attending Nigerian Law School.

Since 1992, Monguno has practiced law as Principal Solicitor at Monguno Kura Chambers. He also served as a senior lecturer of law at Borno State College of Legal Studies until 1999.

From 2003 to 2005, he held the position of Honorable Commissioner for Justice and Attorney General in Borno State. Later, he was appointed Honorable Commissioner for Education (2005–2006) and then for Water Resources (2006-2007).

Before entering politics, Monguno had a career in private legal practice. He also served as a committee member on the Application of Sharia law in Borno State in 2000.

He was first elected to the House of Representatives in 1992 at age 26 and re-elected several times, including in 2019 for his fourth term. His tenure included participation in key legislative efforts such as passing the Petroleum Industry Bill after years of debate.

In 2015, during a leadership contest within the House, Monguno initially sought the Speaker’s position but withdrew to support Femi Gbajabiamila’s candidacy. He also moved motions calling for the sacking of security chiefs and declaring an emergency over insurgency in the North-East.

In 2020, he sponsored a bill to amend Nigeria’s constitution to allow independent candidacies in elections, arguing it would democratize political participation.
