He served as the Governor of Cross River State from 29 May 1999 to 29 May 2007, leading efforts in agriculture, urban development, and economic reforms.
His father, Henry Etim Duke, was a prominent figure in Nigeria’s Customs Service, while his lineage traces back to the Duke chieftaincy of the Efik Kingdom.
Duke earned his LLB from Ahmadu Bello University (1982), a B.L. from the Nigerian Law School (1983), and an L.L.M. in Business and Admiralty Law from the University of Pennsylvania (1984).
Married to Owanari Duke, he has a daughter who married a grandson of Nigeria’s billionaire aristocrat Antonio Deinde Fernandez.
Known for championing democracy and economic stability, he criticized military rule, arguing that economic failures forced its downfall.
His governance included initiatives like the Obudu Ranch International Mountain Race, Calabar Carnival, and the Tinapa Resort project, which boosted tourism.
He established a state reserve fund in 2005 to mitigate economic downturns and allocated over $350 million for infrastructure development in Cross River.
Despite no federal investigation, Duke faced criticism for his 2007 presidential bid, which he later abandoned in favor of Umaru Yar’Adua.
In 2018, he expressed interest in running for president under the Social Democratic Party (SDP), leaving the PDP after party deviations from core principles.
He rejoined the PDP in 2021, citing party drift from democratic values, before being officially nominated for the 2027 presidential elections under PRP.
