Why Winning a Party Primary Does Not Guarantee a Place on Nigeria's Ballot

A politician can win a party primary, receive a certificate of return and still fail to reach the ballot. The missing step is party recognition: INEC accepts one submission for each party, from the leadership it recognises or is directed by a court to recognise.

That gap shaped the 2027 candidate lists. NGElections recorded 61 correction events dated from 1 July to 30 August: 50 in governorship races and 11 in the presidential race. These are changes to our tracked field, not 61 court disqualifications. Most record a simpler fact: an earlier reported nominee was not the name that reached INEC's publication.

A politician enters the race

Buying a form, declaring an interest or being screened makes someone an aspirant. It does not make the person a party candidate.

A party chooses a nominee

A primary, convention or consensus process produces a nominee. A party dispute can produce more than one person claiming the same ticket.

The recognised party submits a name

Submission is controlled through INEC's nomination portal. When a party has rival leaderships, portal access can decide which primary result moves forward.

INEC publishes the candidate list

Form EC9 displays submitted particulars for scrutiny. Substitutions and disputes can still alter that field before INEC publishes the final list.

The ADC dispute shows how portal access changes the field

Rival ADC groups announced different slates. In July, INEC said it had provided nomination-portal access only to the David Mark-led leadership. That group submitted Atiku Abubakar and Rotimi Amaechi for the presidential ticket. The rival claim that Chris Uba had been uploaded did not become an accepted submission.

The same dispute reached governorship and legislative races. Our event log accounts for 35 ADC correction events after 1 July, more than half of all corrections in that period. Names reported from the rival slate were removed when later evidence showed that the faction lacked portal access.

Labour and PDP factional nominees faced the same test

The pattern was not limited to ADC. Rival Labour Party and PDP structures held primaries and named candidates. Later reporting on the nomination portal showed that only one leadership in each party could submit names. NGElections recorded 13 Labour Party corrections and seven PDP corrections after 1 July.

Calling every primary winner a confirmed candidate would therefore produce a false list. The primary report proves that a political event happened. It does not, by itself, prove that the nominee became the party's submitted candidate.

Form EC9 is a stronger checkpoint, but it was not the final list

INEC displayed presidential particulars on 1 August and governorship particulars on 29 August. Those publications resolved many disputes because they showed the names actually submitted for each party and office. They also opened the particulars to public scrutiny.

The presidential list still changed after that checkpoint. The final publication on 12 September contained 18 tickets and included late candidate and running-mate changes. This is why an article based on a May primary, or even the August particulars, needs an “as of” date.

How to read a candidate claim

“Declared”, “won a primary”, “submitted to INEC” and “appears on the final list” are different claims. A reliable candidate page should say which one the evidence supports and when it was true. It should also keep the correction when a later publication replaces the name.
